The Poplar Bluff City Council has approved a $20,000 agreement with Olsson Inc. for the first phase of developing the Poplar Bluff Regional Business Airport. They also discussed zoning issues and future votes.

The Poplar Bluff City Council voted Monday evening to enter into an aviation project consultant agreement with Olsson Incorporated for the development and expansion of the Poplar Bluff Regional Business Airport. Previously workshopped at the Nov. 18 session, the agreement commits the city to a $20,000 investment for the first of three phases.

The first phase, according to Airport Director Gary Pride, is mainly grant applications and paperwork. Accession to the first phase of the consultant agreement does not bind the city to the later stages.

Members also voted to approve the Ozark Foothills Regional Planning Commission and Smith and Company Engineers for grant writing and engineering services for the installation of a new well on Alice Street.

For discussion items, the council considered City Planner James Sisk’s recommendation to deny Angela Burnett’s application to rezone a property at 935 Benton St. Burnett requested the property be rezoned from RD-1 Duplex Residential to RS-3 Central Area Residential in order to place a 24 by 32 foot modular home.

“All of that zoning over there is RD-1 and across the street is Wheatley School,” Sisk explained, “We do not, as a habit, try to spot-zone a single lot.”

As a result, he advised members to deny both the rezoning and the conditional use permit contingent on the rezone. The council will vote on the matter Dec. 16.
