The Poplar Bluff City Council discussed bids for the Vine Street Rehabilitation Project aimed at making the road safer for pedestrians. Dicken LLC put forth the lowest build at $235,800.
The project is partially funded by the Transportation Alternative Program grant from the Missouri Department of Transportation which will provide 80% of the required money.
The total cost of the rehabilitation effort is estimated at $577,946 with the city needing to provide $115,589. City Manager Matt Winters explained the project will include the relocation of overhead powerlines, replacement of sidewalks, insulation of the new poles, and crosswalk lights. Downtown Poplar Bluff Incorporated is contributing $5,000 toward the project.
Next, members discussed the disposal of antiquated vehicles in its fleet by auction.
“We have about 20 vehicles that are not being used and are in conditions where they will not be used in the future,” Winters noted.
The vehicles are from the police, street, and code enforcement departments as well as the Black River Coliseum. The proposed action would list them on a site called Purple Wave. The site charges a 10% fee to the buyer and costs nothing for the city. Winters estimated some vehicles will not sell and end up in a scrap yard.
The council unanimously voted to move all discussion matters to the June 17 voting session.
David Boyer was not in attendance.
For action items, the members approved the following items:
• Annexation of the 9.86 acres at 3209 Oak Grove Road near Poplar Bluff High School with a zoning designation of RS-1 rural residential
• Vacation of the platted but undeveloped Jennifer Street north of 1349 Baron Road.
• Enterance into a lease agreement for the use of flood buyout property at 807 Cole Avenue.
• Authorization for the destruction of antiquated Municipal Utilities records.
• Resolution for appointments to the following: Poplar Bluff Regional Business Airport board, Downtown Poplar Bluff, Inc. Board, Municipal Utilities Board, Tree Department Board, Residential Housing Advisory Board, Planning and Zoning Commission, Board of Adjustments, Animal Control Baord, Arts & Museum Advisory Board, Fair Housing Committee, Historical Preservation Commission, Housing Authority Board, Poplar Bluff Municipal Library Board, Parks & Recreation board, Disabilities Advisory Board, Land Clearance For Redevelopment Authority Board, Black River Coliseum Board, Plumbing Board, Electrical Wiring Board, Building Standards Board, and HVACR Board.
• Submission of a grant application to the Delta Regional Authority for improvements to Industrial Park Road.
