__Oct. 13, 1923__

• The Poplar Bluff Mules played Kennett to a 13-13 tie in football the previous afternoon (Oct. 12). Kinkead ran for both Mules touchdowns, added an extra point and completed a 46-yard pass to Harwell. Poplar Bluff had a chance to score the winning touchdown when it drove to the Kennett one-yard line in the game’s final minute, but a fumble halted the drive.

• A circuit court jury awarded M. Hayes $373.45 in his lawsuit yesterday afternoon (Oct. 12) against the St. Louis San Francisco Railroad Company. Hayes asked for $617 in damages alleged to have been done to his corn crop from an overflow of the St. Francis River in November 1921.

Hayes alleged that openings in the railroad company’s right-of-way were too small to allow the surplus of water to flow out, which led to his crops being damaged.

75 years ago

__Oct. 13, 1948__

• A proposal to change Poplar Bluff’s form of city government from mayor-council to council-manage was defeated by nearly a 3-to-1 margin. The vote was 2,380 against to 799 for.

However, members of the Better Government Committee — which support the council-manager system — were encouraged despite the loss, as the council-manager system of government was rejected by more than 90% of the voters in 1936.

The council-manager plan was opposed by Ed L. Abington, president of the Bank of Poplar Bluff, Mrs. Carl C. Abington and D.W. Hill, while the Better Government group consisted of T.H. Vinyard, Allen Garner, Hal Blakeney and Jim Parker.

Poplar Bluff still is looking to fill the last two years of former mayor Clyde Richardson’s term.

Editor’s note: Poplar Bluff eventually adopted a council-manager system of government, which it has to this day.

50 years ago

__Oct. 13, 1973__

• The Poplar Bluff Mules got two touchdowns from Cash, but came up just short in a 19-13 loss to Blytheville, Arkansas last night (Oct. 12). The score was tied at 13 at halftime, but the visiting Chickasaws scored in the third quarter to take the lead for good. The Mules’ Jerry Pyles also blocked an extra point in the game.

• A public hearing will be held Wednesday, Oct. 17, at the Clarkton High School cafeteria concerning the location and design of Highway 25 in the Clarkton area. The proposed route will run just west of the then-current Highway 25 and bypass much of the town.
