The Twin Rivers R-X Board of Education revised the type of fencing to be used for a project approved last month for the front of the high school and a walking trail in Broseley.

"When we approved this last time we probably overlooked the small detail of this because the large part is what they are doing at Qulin," Superintendent Jeremy Siebert said during Tuesday evening's meeting.

In a 6-1 vote by the board, with member Donna Sue Ashcraft-Fincher voting 'no,' the fencing in Broseley will not be similar to what is around the school at this time.

The district will now use a white two-panel PVC vinyl fence instead of the existing metal post and plastic chain fencing.

Board member Billy Watson brought a sample of the metal post top that would be painted blue, but brought up the issue of cosmetic maintenance that would be involved.

In addition to the already approved $3,300 fencing at Broseley, Watson said for an additional $1,950 the school could have something that would "look nice," without the maintenance. It would bring the total cost to $5,250.

"I think cosmetically the white fence looks better," he said.

Watson also proposed including an opening at the west end of the fencing, by the baseball field, with no parking in the event an emergency vehicle needs to access the field.

Siebert said the current posts will be removed and if there are any issues with students parking too close to the grass, parking stumps could be added during the district's summer projects.

GYM FLOOR UPDATE

Since suffering water damage in September, the high school gym floor is in the process of being replaced.

A proposed design from the flooring company was distributed featuring a crown in the center of the floor.

"We passed around the design with the crown in the center at ball games and it was not a hit with people," Board President Jeff Arnold said. "They would rather see the old knight of some kind put back on or a shield."

The crown design was also not popular among board members.

Siebert said he would get with the flooring company for three or four more design options to send out for opinions.

He will ask for variations of options to include a shield with "TR" and a crown, the knight and horse and "TR."

HIGH SCHOOL

BLEACHERS

After several years of mechanical issues involving the high school bleachers, Siebert reached out to Carroll Seating Company of Kansas City, Kansas for a quote on repairs.

The bleachers, which have been in place since 1985, are difficult to pull out and retract because of motor and wheel problems.

"My fear is we have a brand new floor and if we don't take care of this stuff, we got a $50,000 floor with scratches from the wheels," Siebert said.

The board unanimously approved the $35,500 quote to repair the bleachers. Currently, there is no time frame for completion, but the company was scheduled to be at the high school today.

Ashcraft-Fincher and member David Dugger requested looking into the type of warranty for the bleacher equipment, as well as a service agreement and extended warranty.

"If it's going to cost us $35,000 since 1985, I think we are doing good," Ashcraft-Fincher said.

B BUILDING ROOF

The board unanimously approved repairing the roof of the lower portion of the B Building in Broseley next July and for it to be included on next year's budget.

The estimated cost of materials is $23,049 with another $3,000 to $4,000 for labor, Siebert said.

The district is looking to repair the building's roof the same way the C Building roof was done a couple of years ago.

According to Siebert, materials are ordered from The Garland Company of Cleveland, Ohio, and teachers from the district are hired to complete the work.

The roof will include a 10-year warranty with a 20-year life expectancy.

"This is a lot less than a new roof at $150,000 to $200,000," Siebert said.

The vote came during last night's meeting to secure materials at a decreased price, which must be ordered by the first of the year.

REVISED BUDGET

After approving the district's tax rate and new teacher salaries, Siebert provided the board with a revised budget.

"Revenues are looking like they are up a little bit and I'm projecting $117,185 to the black," he said.

With the approval to repair the high school bleachers, Siebert said he would provide the board with another revised budget at a later date.

SPED COMPLIANCE UPDATE

Before the establishment of the Early Childhood Special Education program, projected to begin in January, the district did not have to identify children with young child developmental delay.

This was due to the district not being able to provide services for those children identified, Director of Special Education Tracie Austin said.

Since the district has moved forward with the ECSE program, Austin said the plan needed to be updated to reflect the additional services, which the board approved.

EXECUTIVE SESSION

During executive session, the board unanimously hired Jim Hutchcraft as a custodian at Fisk, Amanda Stratton and Melissa Barnes as ECSE teachers and Emily Joiner as junior high volleyball coach. The board also accepted the resignation of bus driver Lanny Drew.

The next Twin Rivers R-X Board of Education meeting will be held at noon Tuesday, Nov. 20 at the Central Office board room.
