Poplar Bluff City Council members are expected to vote next month on an extension of the city manager's current contract.

Mark Massingham would receive a new salary agreement through October 2019, under the proposal.

The city council discussed the matter Wednesday, moving the contract to the Oct. 1 voting session. Council members also voted to create a bulk trash program, which will make its first pick up Oct. 15.

The council held one meeting in September to accommodate a late August meeting and the annual conference next week of the Missouri Municipal League in Branson, which several members will attend.

Massingham's salary would remain at $122,400 per year, under the proposal.

"It's the exact same contract I've had for the last three years," Massingham said. "I just want you to know it's been a great privilege to serve the city and it's citizens in this capacity and I look forward to hopefully another year of service here."

Massingham also receives five weeks of leave annually, with sick leave and holiday time set by the employee handbook. Medical insurance is paid by the city, along with just over 66 percent of his family medical insurance plan. The city also provides a life insurance policy, a cell phone and mileage reimbursement for travel.

Massingham's current contract expired in June.

Trash service

Residents will be able to purchase a $20 tag once a month to have large trash items picked up by the street department. The tag will be good for up to four items.

Pick up will occur on the second Monday of each month. Tags will be available at the city collector's office the week prior to pick up. No tickets will be sold the day of pick up.

A list of items to be picked up must be provided at the time the tag is purchased. Items must be placed at the curb for easy pick up and may not be placed at the curb earlier than 48 hours prior to pick up.

The program is for residential areas only.

Items can include large furniture, such as mattresses, chairs and couches, as well as stoves, refrigerators and dryers.

A maximum of four tires, at a cost of $3 each, can be picked up.

No construction material, household trash or trash bags will be allowed. Citizens are still required to have trash service, according to city ordinance.

No changes to the Buff up the Bluff program, held in the spring, have been discussed.

This program has been identified by a new residential housing board and members of code enforcement as a potentially valuable tool to help citizens maintain their property.
