All Detainment Solutions Senior Vice President Tom Carter presented county commissioners and sheriff's department personnel with another option while continuing to move forward to address the overcrowding jail issue.
ADS, located in Seymour, Mo., designs, manufactures and installs mobile jail units constructed specifically to meet jail facility needs.
The units are available through lease options only, at a minimum of two years, and not for purchase.
"If you can think of what your need is, we can incorporate it," Carter said.
The new, Great Dane semi-trailers used to house inmates are 53 feet long, eight and half feet wide and wrapped in stainless steel.
Units are able to be placed next to an existing facility and meet all codes and regulations required for sheriff's departments, Carter said.
HVAC systems, designed by ADS as well, are included with each unit to allow complete air change overs in less than one minute. This feature would be useful in the event a deputy would have to use pepper spray inside a unit.
Units are capable of being wired for phone, computer and camera use by ADS and the county's vendor of their choosing.
Kitchen and laundry rooms are also available for manufacturing in the units from ADS as well as incorporating padded cells and private meeting areas for attorneys and clients.
ADS became available to the public last July and their first customer was Greene County Jail in Springfield, Mo., acquiring six units to house 108 inmates.
Greene County entered a two-year lease with ADS at a rate of $22.15 per bed each day in the 108 bed unit.
The county will be charged for the number of beds in the unit, not number of inmates housed.
To better estimate the lease pricing options, Carter suggested the commission figure the number of beds needed and the footprint available for the units.
"Start simple and basic and then you can add your wants," Carter suggested.
Once the contracts are signed, Carter said the process from manufacturing to inmate ready would take about 90-120 days.
Carter's presentation to the commission came after discussion of portable jail units during last week's jail expansion meeting to include in ongoing planning, Presiding Commissioner Greg Mathis said.
In other action:
* A proclamation was signed to designate Feb. 4-10, 2018 as Thank a Farmer Week in Stoddard County.
Missouri Farm Bureau Regional Coordinator Matt Bain, Missouri Corn Growers Association Board Member Allen Rowland and County Farm Bureau President Chris Rowland informed commissioners Stoddard County would be receiving four signs alerting travelers that Stoddard County has been certified as an Agri-Ready County.
Stoddard County was designated as an Agri-Ready County in 2016.
* Loan closing documents were signed after receiving a partial grant from USDA in the amount of $17,575 for two patrol cars for the Stoddard County Sheriff's Department.
The two vehicles, including equipment, total $78,875.
After the loan of $57,300, the county will pay $12,602 a year for five years at 3.250 percent interest.
The department plans to receive the two patrol vehicles within the next couple weeks.
