Poplar Bluff will utilize Sterling Insurance as a property and liability insurance broker following a 6-1 vote Monday by the city council.
Ward 4 representative Philip Crocker cast the sole 'no' vote against the measure.
Sterling was recommended by city administrators after receiving three proposals, including from Morse Harwell Jiles of Poplar Bluff and Arthur J. Gallagher and Company of St. Louis.
Costs will be negotiated as a percentage of the policy at a later date. Sterling, of Poplar Bluff, could serve as the broker for three years, the amount of time the city typically goes between taking proposals or bids for the service.
Crocker said after the council meeting he objected because the city does not know how much the service is going to cost.
"How are we going to vote on something, when we don't know how much it's going to cost us?" Crocker asked. "I just think with the way the use tax came down, the way we've been fighting on the city hall and everything else, we should look at everything."
Citizens narrowly voted down a request by the city in August to institute a use tax, which would have acted as a sales tax for most internet purchases.
The city's current broker, MHJ, was the low bidder for the service three years ago.
The city has utilized both requests for proposals and requests for bids, city manager Mark Massingham said earlier this month, when the current proposals were reviewed by the council.
The officer who serviced the city's account at MHJ has moved to Sterling, Massingham said at the time, of his recommendation.
The council also gave approval for a Black Friday special on rates for the Black River Coliseum Aquatic and Fitness Center.
The special will run from 5-10 a.m. Friday, starting with buy six months, get six months free. The special will change hourly, by 9 a.m. reaching buy two months, get two months free.
This generated about $4,000 in revenue last year, said coliseum director Bobby Godwin.
Council members also reviewed a Butler County Hazard Mitigation plan and a recommendation for a C-2 general commercial designation for 2848 Kanell Boulevard, owned by Larry and Jan Rommel.
