Kaplan is trying to sell the council (and people) that he needs to hire a web design company out of California to develop the City's web site even though there was one local firm that bid on the web design (and actually they were the low bid.)

This local firm designed the Chamber of Commerce site and apparently they are pleased with it. Kaplan doesn't think this firm is capable of offering all the "bells and whistles" that he wants on the City web site. Like Councilman DeGaris said -- "the bells and whistles may be nice --but can we afford them? And do we need them?" The answer to both those question is NO. We need an elaborate web site just like we need video phones on every city worker's desk (plus apparently several to spare!)

I was just wondering when the city council is gonna see that Kaplan isn't doing nothing but playing games with the council and the citizens of Poplar Bluff. Three or four weeks ago he stated that the city was gonna pay back the Municipal Utilities Dept. $2 million and the other $2.8 million was gonna be soaked up by the medias the city was buying. Now, just last week, after the council did not approve his spaghetti dinner for a day off with pay for city employees he turns around and says that the city did not have the $2 million to pay the Municipal Utilities.

Council, open your eyes and see what's happening!

Kaplan need to repay each and every one of the city employees that he coerced into buying a $6 spaghetti dinner ticket from his own pocket. At $6.00 x 211 employees equals $1,266.00 (Thought these calculations might help the city manager -- don't want him to have to go to his "financial advisor" on this calculation!).
