Plans for the Highway Y expansion in Stoddard County near Nestle Purina have been completed and are expected to be advertised for bid Jan. 11.
With an award date predicted for March 6, Missouri Department of Transportation Area Engineer Dave Wyman and commissioners discussed when Stoddard County's portion of the cost share project would be paid during Monday morning's meeting.
Pending the approval of the 2019 budget, the county's $434,350 portion could not be paid until at least mid-January. The county would then be reimbursed by a Community Development Block Grant, but could take until 2020 to see the funds.
"We could budget it for 2019 as an expenditure then budget the revenue coming in for 2019," County Clerk Joe Watson said. "If the revenue doesn't come in 2019, then we would have 2019 showing excess expenses and 2020 showing more revenue. It's not going to balance, but that's just the way it will be."
Presiding Commissioner Greg Mathis proposed making a notation in the budget that the county was obligated on this and are waiting for government money.
"I don't want to impede this project any more," he said.
The project is set to include adding a south turn lane, north acceleration lane and overlay on Highway Y and about 30 miles of overlay on Highway 25.

Loyd Rice of GoSEMO Fiber reported to commissioners the switch of communication services is set, pending the porting of phone numbers.
"It's about a 10 day process," he said.
Phone numbers for county offices will remain the same following the switch, but email addresses will change from the current host.
The switch over is estimated to be complete by the first week of January.
