A one-year contract extension is expected for Poplar Bluff City Manager Mark Massingham.

The matter was discussed Monday by the Poplar Bluff City Council and will be voted on Friday.

A special city council meeting has been set for 5:30 p.m. Friday at the city council chambers. This replaces the previously scheduled July 3 meeting.

Massingham would not receive a raise or change in benefits under the annual extension.

Massingham's current salary is $122,400, with a 2 percent increase approved by the council in 2016.

Massingham was hired as city manager in 2015, from the assistant city manager's position. He had a starting salary of $120,000.

The contract is expected to be approved as presented, said Mayor pro tem Susan McVey.

"Mark is a team player and he's just trying to get our city turned around financially," McVey said today. "There were a lot of issues he had to deal with."

Massingham took over as city manager after the city fired former city manager Heath Kaplan in May 2015, serving first as interim city manager.

Massingham has held many roles in the operation of the city, and brings that knowledge and perspective to his current job, McVey said. A native of Poplar Bluff, he has also served as city finance director and on the city council.

McVey credited Massingham with working to get a new set of bonds for the Eight Points retail development approved, and working hard to move a project forward for the replacement of city hall, the police department and city court.

Mayor Ed DeGaris agreed Massingham has done well as city manager and he expects the contract to be approved. Massingham has helped keep the city moving forward, DeGaris said.

The existing contract also offers five weeks of annual leave, time off for holidays, retirement benefits under the state's Local Government Employees; Retirement System, fully paid health insurance and two-thirds of the cost of family health insurance paid.

The city provides a $75,000 life insurance policy and a cell phone plan.
