Phelps named interim Poplar Bluff city manager

The Poplar Bluff City Council has named an interim city manager to serve following the resignation of current city manager Matt Winters.

City clerk and treasurer Lori Phelps will serve in the position on an interim basis effective Sept. 20, the city council said in a press release Friday morning.

Phelps began her career with the city in March 2008 as a secretary to the city manager and city clerk, was appointed deputy city clerk in May 2012 and was appointed city clerk/treasurer in July 2022.

Winters submitted his resignation Aug. 5, announcing he was taking a position with the city of Jackson as city administrator.

Phelps was named interim city manager in a vote taken Thursday in closed session.

The motion was made by council member Billy DePew, seconded by council member Mark Massingham and carried unanimously, according to the minutes.
