Temperatures across the region are expected to plummet over the next few days with lows expected in the teens. A wintry mix is also forecasted to blanket the middle of the country. The onset of cold weather could possibly mean life or death to some financially unstable utility customers.

Temperatures across the region are expected to plummet over the next few days with lows expected in the teens. A wintry mix is also forecasted to blanket the middle of the country. The onset of cold weather could possibly mean life or death to some financially unstable utility customers.

The Missouri Public Service Commission’s (PSC) Cold Weather Rule (CWR), designed to assist needy customers with heating bills, is now in effect through March 31, 2020.

The CWR has been a part of the state commission’s rules and regulations since 1977. It applies to natural gas and electric utilities under PSC jurisdiction that provide heat-related services. Municipally operated systems, cooperatives and truck delivered propane providers are not covered under the PSC jurisdiction.

This is how the CWR works:

• Prohibits disconnection of heat-related service from residences between Nov. 1 and March 31 when the temperature is forecasted to drop below 32 degrees during the following 24-hour period.

• Allows customers to budget payments over a 12-month period and be able to extend payments of pre-existing arrearages over 12 months. May not require a deposit if a payment agreement is established and the agreement is kept.

• Requires that customers be notified by mail, with one notification attempt in person, before service is shut off.

• Customers 65 years of age and older may register with their utility company; are disabled to the extent that they have filed with the utility a form submitted by a medical physician attesting that their household must have natural gas or electric utility service provided in the home to maintain life or health; have obtained a formal award letter issued from the federal government of disability benefits.

• Requires customers be notified of possible financial help in paying the utility bills and allows reconnection of service for less than the full amount owed.
