The coalition is under the umbrella of the Butler County Community Resource Council for the past 19 years.

Recipients of this funding are required to use the Strategic Prevention Framework supported by the Substance Abuse and Mental Health Services Administration. Recipients implement environmental strategies to change their community's attitudes and expectations regarding alcohol and substance use to a healthier culture.

Funding is administered by ACT Missouri, a private, not-for-profit organization that provides training and technical assistance for substance use prevention. Technical assistance is provided by SEMO Behavioral Health, which helped the coalition apply for the grant.
