The Stoddard County Ambulance District (SCAD) Board awarded a contract to B&K/Asa Asphalt of Advance for an asphalt overlay on parking lots at the SCAD stations in Advance and Puxico at its regular meeting recently. The cost of the project is $3,800.

The board received three bids for the project. Also submitting bids were Causey's Asphalt in Bloomfield, $6,230 and Z & J Company in Puxico, $5,400.

Board Member Rick McLean was concerned t the bid by B&K/Asa Asphalt did not include restriping of the parking lots. The other two bids had a breakout for the cost of restriping.

SCAD Assistant Manager Chuck Kasting said he would check into that before any paperwork was signed. It was noted that even if the contracor wanted an additional $500 for striping, it would still be the lowest bid.

Board Member Al Banken made the motion to award the contract to B&K/Asa Asphalt, and it passed by a 5-0 vote. Kasting was asked to find out about restriping the parking lots and make sure the bid by Asa Asphalt was still the lowest. Present were McLean, Banken, Amy Stubenrauch, Derek Stevens and Board Chairman Sam Huey. Board Member Tish Foster was not present. SCAD Manager Dave Cooper was also not present.

The board tabled action for establishing a scholarship fund for potential EMTs. Stubenrauch said she was still trying to obtain costs of EMT training at some southeast Missouri schools. The board has been looking into establishing a scholarship to help attract employees to the district.

Tax Levy Hearing Set

The board voted 5-0 to set a tax levy rate hearing for Wednesday, Sept. 13, at 6 p.m. in the Board Room at the SCAD office in Dexter. Kasting said no property tax increase was being requested. SCAD has a property tax levy of $0.2044 per $100 of valuation. The 2016 assessed valuation total was $454,343.191 for the Ambulance District.

Routine Business

In the financial report, Kasting told the board that collected income was up $280,230 in 2017 over collected income in 2016. Patient revenue accounted for a large portion of that increase, $247,764 over last year. He noted that tax revenue, and MOEMSAC (increased reimbursements for Medicaid and Medicare) funding was also above last year.

Kasting reported there were 524 ambulance runs in July by the district, which is 80 more than in the previous July. So far the district is 457 runs ahead of the number in 2016. He said the district is on pace to have 6,300 runs in 2017, though he cautioned that not all runs end in transports.

The breakdown of the runs so far in 2017 by location is: 1,331 from the Dexter Station (36.34 percent); 1,123 from the Bernie Station (30.66 percent); 651 from the Advance Station (17.77 percent); and 558 from the Puxico Station (15.23 percent). Kasting said more runs are being made in the Puxico area than in the past, noting there is an average of three runs per day.
